From June 30 to July 1, 2026, representatives of the National Preventive Mechanism (NPM) of the Republic of Kazakhstan participated in a training workshop dedicated to enhancing professional competences, sharing practical experience, and improving human rights protection mechanisms.

"Karaganda Medical University" NCJSC was represented at the event by Gulshat Seitmuratovna Kemelova, Head of the Center for Simulation and Educational Technologies. She has been a member of the National Preventive Mechanism for four years. As part of the NPM's activities, she monitors citizens' rights in closed institutions in the Karaganda region, paying particular attention to the organization and quality of medical care, as well as the hygienic and sanitary conditions on individuals in closed institutions. The participation of a university representative in the NPM contributes to the development of expertise in the field of medical support for monitoring visits and strengthening interdepartmental interaction in the area of ​​human rights protection.

The educational program of the workshop focused on enhancing the professional competences of NPM participants. The lecturers were Kuat Khazhumukhanovich Rakhimberdin, member of the Coordination Council under the Human Rights Commissioner of the Republic of Kazakhstan, Doctor of Law; Raisa Petrovna Sher, Secretary of the Coordination Council under the Human Rights Commissioner of the Republic of Kazakhstan; Yulia Ruslanovna Ovechkina, Deputy Chairman of the Committee for Children's Rights Protection of the Ministry of Education of the Republic of Kazakhstan; and Lyubov Alexandrovna Bagirova, member of the Coordination Council under the Human Rights Commissioner of the Republic of Kazakhstan.

The workshop addressed current issues related to the activities of the National Preventive Mechanism, the interaction of the Coordination Council with NPM participants, mechanisms for preventing torture and other forms of cruel, inhuman, or degrading treatment, as well as best practices for monitoring closed institutions.

A special highlight of the program was the visit of NPM participants to the Constitutional Court of the Republic of Kazakhstan on July 1, 2026. NPM representatives learned about the court's activities, its role in ensuring the supremacy of the Constitution, and protection of constitutional rights and freedoms of citizens. Symbolically, the visit took place on July 1—the day the Constitution of the Republic of Kazakhstan entered into force, highlighting the importance of the principles of the rule of law, lawfulness, and the protection of human rights. A meeting with Elvira Abilkhasimovna Azimova, Chairperson of the Constitutional Court of the Republic of Kazakhstan, was held as part of the event.

Participation of a representative from "Karaganda Medical University" NCJSC in the work of the National Preventive Mechanism and similar educational events promotes the introduction of modern approaches to assessing the quality of medical care in closed institutions, the development of professional competences, and enhancing the university's contribution to improving the national human rights protection system.
